The Non-Emergency Medical Transportation (NEMT) project in Midland, Gladwin, and Clare counties was a pilot to establish a regional brokerage service with a comprehensive transportation provider network that includes public transit, nonprofit and public human service agency providers, private providers, as well as volunteer drivers, friends, and family. The two primary objectives of the project were to establish coordinated access to NEMT through a “one door” system and impact health services throughout Michigan by the establishment of a statewide capitated rate structure.
